Xi'an's new hukou system attracts talent

Xi'an, a city in northwestern China's Shaanxi province, made several simplifications and modifications to its complicated hukou (a form of household registration in China) system in March, causing an influx of migration to the city, with as many as 139,400 people moving to the area in the months after the new policies were introduced.

Xi'an made the decision to simplify its hukou system in order to attract more talent to the city. Restrictions were relaxed or removed in several areas, including educational and work background, location of former residence, length of stay before residence is granted, and amount paid in social security.

About 244,000 people have moved to the city since March, a year-on-year growth rate of 335.9 percent, according to the statistics provided by the Xi'an Public Security Bureau.

Among the new citizens, 81.87 percent had a certified diploma of some kind, with over half having at least a bachelor's degree.

"It's the jobs that keep me here", said Jing Hui, a graduate from Northwestern Polytechnical University who received his Xi'an residency in the first half of 2017, "it used to be difficult for college graduates to settle down in Xi'an, but it's a lot easier now thanks to the new measures."

Hukou policies vary in megacities such as Beijing, Shanghai, Chengdu, and Xi'an, but they all take into account factors such as stable residence, social security, and education.
